General Description The Group’s aim is to contribute to a better understanding of the contemporary world and, using a strongly interdisciplinary and forward-looking approach, to explore possible futures. The Group comprises four main centers: the Resource Center, the Foresight Forum, the Learning Center, and the Study Center. The Resource Center monitors futures studies literature published around the world, the output of main research centers and think tanks working on contemporary issues and general and specialized press. It identifies, analyzes, and evaluates facts and ideas likely to shape the future and major and emerging trends (weak signals) that may have a significant impact over the medium- to long-term. The Foresight Forum provides a meeting place for experts from different countries, fields, and ideological standpoints and decision-makers from both the public and private sectors at local, national, and international levels. The Learning Center organizes training seminars on concepts and methods of monitoring and forecasting and on the futures studies approach applied to the geopolitical and socio-demographic fields. The Study Center comprises forward-looking working groups devoted partly to futures studies and partly to medium- and long-term issues. Every year, special futures studies working groups are set up to examine selected topics.
Research Topics Global geopolitics, Geo-economics and finances, Resources, energy, environment, Science, techniques, society, Institutions, public policy, governance, Emloyment, labor, qualifications, Socio-demographic and social protection dynamics, Values, ways of life, and consumption, Strategy and management of organizations.

General Description The Institute's mission is the pursuit of futures studies and related activities with a view to stimulate a broad and open debate on future threats to and opportunities for social development. The first institute for futures studies, the Secretariat for Futures Studies functioned as a complement to the Prime Minister's Office. In 1980, the secretariat became a unit of the Swedish Council for Planning and Coordination of Research, and in 1987 its activities were reorganized into an independent research foundation. The Institute's current major research program is "Society and the Future". A key assumption is that futures studies can benefit from the systematic application of an institutional perspective. Institutions such as the market, the state and family affect the way we act through a combination of factors such as resource distribution incentives, norms and habits. The new initiatives that the Institute is launching derive from a need to assemble and extend our knowledge concerning actual developments in public institutions and how structural change and reforms affect people's welfare in terms of both resource distribution and scope for action, particularly from a gender viewpoint. Special importance is attached in the programme to the study of exclusion processes and the long-term consequences of childhood conditions, and there will be greater emphasis on international comparisons. Research will centre on European integration and global migration issues. The demographic aspect will again be studied closely, not least in relation to how we organise our public institutions in an ageing society.
Research Topics demography, health and welfare, politics, social issues, development, children and adolescents, government, environment, regional development.

Organization Status Semi-governmental institute
General Description CEPII is a research institute on international economy. Its independence is guaranteed by the Board, which sets out the strategic guideline for the research. Chaired by Christian Stoffaes, Adviser to RTE / EDF, the Board comprises government officials, business personalities, trade unionists and academics. A Scientific Committee, chaired by Francesco Giavazzi, Professor at Bocconi Univrsity in Milano and at the MIT, also validates the work of the centre and examines its research methods, the publication of the CEPII's findings, as well as its joint projects with other institutes. CEPII was created in 1978 by the Prime minister, and has a team of about fifty, including twenty five economists and fifteen advisors and research fellows. The CEPII's work, in international macroeconomics, trade, foreign direct investment or in the analysis of emerging and transition economies, very much stresses global interdependencies and their consequences for France and Europe. Partnerships with other French and foreign research institutes, along with major international organizations-especially within the EU-help ensure the center's international exposure and contribute to the active involvement of French research in international debates on economic policy. CEPII provides its expertise to public and private decision-makers as well as to social partners. It has regular contacts with major French and European government organizations responsible for economic policy, with other public institutions (parliamentary assemblies, the Banque de France, etc.), and with companies.

General Description ICPS assists the government of Ukraine and the public-at-large in increasing their awareness of the need to analyse policy alternatives, to research the possible implications of adopting or rejecting each policy alternative, and to reconcile competitive interests. Our objective is to establish procedures for substantive dialogue in Ukraine between representatives of the legislative and executive arms of government and the public. ICPS implements its experience in compliance with the requirements for building an open society. We are convinced that democracy is not a gift granted to some nations-not magic, but an instrument that can be learned. An important attribute of democracy is the acknowledged legitimacy of different social interests, which are ensured by a voice through free and fair elections, a political opposition, and freedom of the press. State policy in a democracy should promote the right of these voices to be heard. We use the same instruments of public policy and “everyday democracy” that are widely applied throughout the world to help Ukraine to become a truly democratic country.
Research Topics Economic Policy, policy Analysis, public administration reform, policy discussions, european and euroatlantic integration, local self-government and NGO development, healthcare policy, education policy, services for business.

The instability of large, complex societies is a predictable phenomenon, according to a new mathematical model that explores the emergence of early human societies via warfare. Capturing hundreds of years of human history, the model reveals the dynamical nature of societies, which can be difficult to uncover in archaeological data.
The research, led Sergey Gavrilets, associate director for scientific activities at the National Institute for Mathematical and Biological Synthesis and a professor at the University of Tennessee-Knoxville, is published in the first issue of the new journal Cliodynamics: The Journal of Theoretical and Mathematical History, the first academic journal dedicated to research from the emerging science of theoretical history and mathematics.
The numerical model focuses on both size and complexity of emerging “polities” or states as well as their longevity and settlement patterns as a result of warfare. A number of factors were measured, but unexpectedly, the largest effect on the results was due to just two factors — the scaling of a state’s power to the probability of winning a conflict and a leader’s average time in power. According to the model, the stability of large, complex polities is strongly promoted if the outcomes of conflicts are mostly determined by the polities’ wealth or power, if there exist well-defined and accepted means of succession, and if control mechanisms within polities are internally specialized. The results also showed that polities experience what the authors call “chiefly cycles” or rapid cycles of growth and collapse due to warfare.
The wealthiest of polities does not necessarily win a conflict, however. There are many other factors besides wealth that can affect the outcome of a conflict, the authors write. The model also suggests that the rapid collapse of a polity can occur even without environmental disturbances, such as drought or overpopulation.
By using a mathematical model, the researchers were able to capture the dynamical processes that cause chiefdoms, states and empires to emerge, persist and collapse at the scale of decades to centuries.
“In the last several decades, mathematical models have been traditionally important in the physical, life and economic sciences, but now they are also becoming important for explaining historical data,” said Gavrilets. “Our model provides theoretical support for the view that cultural, demographic and ecological conditions can predict the emergence and dynamics of complex societies.”
Co-authors are David G. Anderson, professor of anthropology at the University of Tennessee-Knoxville and Peter Turchin, professor of ecology and evolutionary biology and mathematics at the University of Connecticut.
The National Institute for Mathematical and Biological Synthesis (NIMBioS) brings together researchers from around the world to collaborate across disciplinary boundaries to investigate solutions to basic and applied problems in the life sciences. NIMBioS is sponsored by the National Science Foundation, the U.S. Department of Homeland Security, and the U.S. Department of Agriculture with additional support from The University of Tennessee, Knoxville. Party:
Progress Party. Leader: Siv Jensen. Key issues: Immigration, free
market, law and order
Seats
in parliament: 41/169 The Progress Party, which accused attacker
Anders Behring Breivik once supported, won 22.9% of the vote in the
2009 election, the best result in the party's 38-year history. The
second-largest party in parliament since 2005, it has historically
been shunned by other parties. But in recent years, its growing
popularity has moved the opposition Conservative Party to say it
would consider working with the Progress Party in a coalition
government.
On
the Fringe
Vigrid.-
Founded in 1988, the group — described by anti-fascist
organization Searchlight as a "Nazi psycho sect" — uses
ancient Norse and puts its members through paintball training. In
2009, the group registered as a political party and participated in
the parliamentary election, but received only 0.007% of the vote.
BootsBoys.-
Neo-Nazi group founded in 1987. In 2002, two members of the group
were convicted of the murder of 15-year-old Benjamin Hermansen, the
son of a black Ghanaian father and white Norwegian mother. The
stabbing of Hermansen in Oslo, regarded as Norway's first
race-related murder, triggered mass protests in the capital.

On

Party:
British National Party.- Leader: Nick Griffin. Key issues:
Immigration, Islam, Euroskepticism
Seats
in parliament: 0/1,436. After making some modest gains over the
past decade, the party's support has slumped of late. It received
just 1.9% of the vote in the 2010 general election, despite fielding
more than 300 candidates and attempts to distance itself from
allegations of racism. Still, in 2009, the party entered the European
Parliament for the first time, with two seats.

Netherlands
On
the Ballot
Party:
Freedom Party.- Leader: Geert Wilders. Key issues:
Anti-establishment, Islam, law enforcement
Seats
in Parliament: 24/150. Geert Wilders single-handedly founded the
Freedom Party in 2005. Despite its youth and the flamboyance of its
leader — Wilders declared earlier this year that juvenile offenders
should be relegated to a "village for scum" — the party
has achieved overwhelming popularity. In March 2011, polls showed the
party with 17.6% approval, second only to the Liberal Party, which
governs in a minority coalition with the Christian Democrats.
On
the Fringe
Nederlandse
Volks-Unie (Dutch People's Union).- The neo-Nazi group, founded in
1971, argues for the rehabilitation of convicted World War II
criminals and often appears in S.S. costume at demonstrations. The
group has fielded candidates in local and national elections in
recent years, but has yet to secure a seat.
Netherlands
National Youth.- The one-year-old group aims to establish a white
Netherlands and banish immigrants.

Party:
Lega Nord (Northern League).- Leader: Umberto Bossi. Key issues:
Immigration, devolution
Seats
in parliament: 85/945. The Northern League won 12.7% of the national
vote in Italy's 2010 election. The League has long been a
controversial and sometimes troublesome partner in Prime Minister
Silvio Berlusconi's governing coalition. In 1994, the League
abandoned the partnership after less than a year in power, collapsing
Berlusconi's government and driving him from office in 1995 — it
took until 2001 for him to make it back into the president's seat.
The party holds governorships in Piedmont and the Veneto region, and
nine seats in the European Parliament.
On
the Fringe
Movimento

Party:
Nationaldemokratische Partei Deutschlands (National Democratic Party
of Germany).- Leader: Udo Voigt. Key issues: Capitalism,
globalization, Islam. Seats in parliament: 0/622. While Germany's
oldest nationalist party has no seats in the Bundestag, the German
parliament, it does hold seats in two of the country's sixteen
states. In 2003, the German government attempted to ban the NPD, but
the country's Supreme Court blocked the initiative after it was
revealed that the party members whose actions formed the bulk of the
government's case were in fact agents of the German intelligence
services.
On
the Fringe
Autonome
Nationalisten.- The young neo-Nazi group, founded in 2003,
emphasizes violence and its members typically wear all-black. The
group gain notoriety in May 2008, when an Autonome Nationalisten mob

issues: Protectionism, immigration. Seats in parliament: 0/577. Led
by the daughter of its controversial former head Jean-Marie Le Pen,
the party won 11% of the vote in the local elections in March 2011.
Since the younger Le Pen took the reins in January, the Front
National's popularity has surged, with opinion polls suggesting Le

It also holds three seats in the European Parliament.

Nomad
88.- The violent neo-Nazi group — which, like all neo-Nazi groups
in France, is banned — came to public attention in 2008 when three
of its members went on a shooting spree to "purge" the
suburbs of immigrants. The perpetrators, who did not claim any
victims, were sentenced to prison in 2010, along with nine other
Nomad 88 members, for offenses ranging from arms possession to
membership in a violent gang.
Bloc
Identitaire.- Founded in 2003, this nationalist political group
promotes French heritage and opposes inter-racial marriage. In 2006,
the group was accused of distributing pork-laden "identity
soups" to homeless people in Nice, Paris, and other European
capitals with the express purpose of excluding Jews and Muslims.

issues: Flemish independence, multiculturalism, traditional values.
Seats in Parliament: 15/150. The party won 12% of the vote in

members of this neo-Nazi outfit, founded two years previously, were
charged with planning terror attacks on the National Bank and
plotting an army-led coup to create a fascist Flemish state. Their
trial is set for December. That same year, student and BBET follower
Hans van Themsche went on a racially motivated shooting spree in

parliamentary election, making it the third-largest party in Denmark.
On
the Fringe
National

Finland
On
the Ballot
Party:
True Finns.- Leader: Timo Soini. Key issues: E.U. and euro
bail-outs, immigration. Seats in Parliament: 39/200. The True Finns
emerged from obscurity to capture 19% of the votes in the April 2011
election, finishing just behind the conservative National Coalition
Party and the Social Democrats. When the two top parties came to form
the current six-party coalition government, the True Finns were
excluded.
On

National
Socialist Workers' Party.- Founded in the run-up to the April 2011

On
the Ballot
Party:
Sweden Democrats.- Leader: Jimmie Akesson. Key issues: Immigration,
crime, Islam. Seats in Parliament: 20/349. With 5.7% of the votes
in the 2010 elections, the Sweden Democrats won seats in parliament
for the first time. The party was once more extreme, but in 2001 shed
its Nazi trappings — including uniforms and swastikas — to gain
mainstream appeal.
Party:
Svenskarnas parti (Party of Swedes).- Leader: Daniel Höglund. Key
issues: Immigration, crime, multiculturalism. Seats in Parliament:
0/349. In 2010, the party won 2.8% of the vote in the Grastorp
municipal election, giving the party its only seat in Sweden.
Höglund, who formerly led the Nationalsocialistisk front — or
Aryan Brotherhood — took up the councillorship, only to be
disqualified because of illegitimate residential status.
On
the Fringe
The
Swedish Resistance Movement.- According to Searchlight, the group,
founded in 1996, attracts Sweden's "most violent and
pro-terrorist Nazis." Several men associated with the group have
been jailed for violence in recent years, including Hampus Hellekant,
who served time for the murder of union official Bjorn Soderberg in
